He was born on August 3, 1959. He has graduated from the Karaganda Pedagogical Institute (1980), Academy of National Economy under the Government of the Russian Federation (1999) with a degree in Economics and Management, Karaganda State University named after E. Buketov (2007), on specialty "Jurisprudence" 

 He has begun his career in 1979 year in Karaganda Regional Committee of the VSS "Burevestnic" (1979-1986). Over the years, he has worked in non-governmental organizations, including at managing positions: in commercial structures (1986-1991), "Association for Promoting of Business Cooperation between Enterprises of the Republic of Kazakhstan and the Russian Federation", Moscow (1991-1995), in the Joint-Stock Bank " Maksat ", Almaty (1996-1997); 

 "Karaganda - Carbide" JSC (1997-1998), "Agency for the reorganization and liquidation of enterprises" JSC (1998-1999).

In 1999, he has been appointed as Acting Deputy Chairman of the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan, and since 2000 to the present day he has been working as Deputy Chairman of the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan

He has been awarded the Certificate of Honor of the Republic of Kazakhstan,

He has been awarded the anniversary medal «Қазақстан Республикасының тәуелсіздігіне 10 жыл».
