Instructions for settling in the university’s dormitories

for the I semester of the 2021-2022 academic year

  1. Applying for a place in the university’s dormitories.

  Applications for a place in a university’s dormitories for the first semester of the 2021-2022 academic year are accepted from 20 to 22 August 2021, inclusive, through the e-government portal egov.kz. For foreign citizens who do not have an Individual Identification Number, applications are accepted in paper form. For students under the age of 18, the application is submitted on behalf of one of the parents. The distribution of places in the hostel is carried out only for the first semester of the 2021-2022 academic year.

  How to apply on the e-government portal?

  1. You need to go to the egov.kz website and log in.

  2. Find the “Education” section. Further, in the “Education” section, select the “Higher education” subsection. In the open list of public services, you need to find the service “Acceptance of documents and enrollment in higher educational institutions for training in educational programs of higher education”.

  3. Next, you need to click “Order service online”.

  4. In the appeared window for the provision of public services, you must select the type of service “Reception of documents for the provision of dormitory”.

  5. Fill in the application and sign it with an EDS or using an SMS password (be sure to be registered in the mobile citizens database). Note: when choosing a university in the field “Name of educational institution”, you must select the following data: Карагандинскаяобласть, КарагандаГ.А., МедицинскийуниверситетКараганды.

  How to apply on the e-government portal for students of TVE programs (School of Nursing)?

  1. You need to go to the egov.kz website and log in.

  2. Find the “Education” section. Further, in the “Education” section, select the “Colleges” subsection. In the open list of public services, you need to find the service “Reception of documents in the organization of technical and professional, post-secondary education”.

  3. Next, you need to click “Order service online”.

  4. In the window that appears for the provision of public services, you must select the type of application “Provision of a hostel to students in TVE”.

  5. Fill in the application and sign it with an EDS or using an SMS password (be sure to be registered in the mobile citizens database). Note: in the field “Educational institution” it is necessary to select the following data: Карагандинскаяобласть, ШколасестринскогообразованияНАО «МедицинскийуниверситетКараганды».

2. Consideration and systematization of the applications received by the Commission on the allocation of places in university’s dormitories.

  The commission for the allocation of places in the university’s dormitories is creating a working group to systematize the applications received. The created working group checks the received applications for correctness.

  If the applicant belongs to the preferential category, indicated in the order of the Minister of Education and Science of the Republic of Kazakhstan dated January 22, 2016 No. 66, when submitting the application, supporting documents must be attached.

  Priority distribution of places in university’s dormitories:

  - persons with disabilities in development, disabled and disabled from childhood, disabled children, orphans and children left without parental care, children from families in which four or more minors are brought up, persons with one or both parents disabled people;

  - persons from among young people left without parental care until the age of majority, children from incomplete families with this status for at least three years, persons equated in benefits to participants and invalids of the Great Patriotic War, persons from among rural youth who entered training in educational programs that determine the social and economic development of the village, кандасы;

  - students, within the framework of the project «Мәңгілікелжастары - индустрияға!» («Серпін - 2050»);

  - students enrolled in the first year, possessing the sign «Алтынбелгі», students who have a certificate of the winner or prize-winner of the Presidential, International and Republican Olympiad and (or) competition, as well as applicants who graduated from the organization with honors with a confirming document of education (certificate, certificate, diploma);

  - students admitted to study for the first year in accordance with the state educational order, having a high score according to the results of the Unified National Testing or Comprehensive Testing, entrance exams in subjects or in the form of testing conducted by the organization;

  - students from among senior students who have high results in educational, scientific and social work;

  - students - citizens of a foreign state (according to the decision of the commission for the distribution of places in university’s dormitories  of December 25, 2020, protocol No. 28);

  - other students of the organization.

  In cases where the service recipient submits an incomplete package of documents, and (or) documents with expired validity, incorrect filling of applications, violation of the deadlines for submitting applications, the university refuses to accept the application.

 

  3. Approval of the list of settling students by the Commission.

  The final check-in list is approved by the Commission. When the service recipient submits all the necessary documents in the “personal account” of the service recipient, the status of acceptance of the package of documents is displayed. The approved check-in list will be published on the university website and in the official telegram channel MUK Insider.

  The commission makes a decision on providing a place in a dormitory to a student whose need for housing arose due to unforeseen family, material and other circumstances, as well as on eviction from the hostel for non-compliance with the rules of residence or the charter of the organization on a reasonable basis.

  4. Issuance of electronic directions for settling in the university’s dormitories.

In the “personal account” of the service recipient, the result of the provision of a place in the hostel or a reasoned refusal is reflected in the form of an electronic document signed by the EDS of the Vice-Rector for Academic Affairs – the Chairman of the Commission.

Foreign students who do not have an IIN and have submitted applications in paper form are issued a referral for settlement in paper form.

  5. Check-in at the university’s dormitory.

  Check-in at the university’s dormitories begins on August 30, 2021 according to the list approved by the Commission.

At the request of the university administration, check-in to the dormitory can only be carried out with a vaccination passport and certificate for head lice. Persons with medical contraindications for vaccination are settled with the provision of a supporting document. Persons under the age of 18 at the time of check-in are accommodated on the basis of a list approved by the Commission and, upon reaching adulthood, undergo a vaccination procedure and provide a passport to the head of the dormitory.

In a special journal, the head of the dormitory registers students and collects documents for the personal file of the resident in the dormitory.

When checking into a dormitory, the head of the hostel must provide the following package of documents:

- direction to check in;

- identity card (copy);

- agreement on the provision of a place in the hostel (drawn up in a dormitory);

- receipt of payment (copy);

- vaccination passport (copy) or certificate of medical contraindications for vaccination of an approved sample (copy);

- photo 3 * 4 (2 pieces);

- solid file;

- act of acceptance and transfer of the room.

The head of the hostel distributes students to rooms with the condition of observing sanitary standards.


  6. Residential fund of the university.

  In accordance with the Sanitary Rules “Sanitary and Epidemiological Requirements for Educational Facilities” approved by order of the Minister of Healthcare of the Republic of Kazakhstan dated August 16, 2017 No. 611, distribution in hostels is carried out in compliance with the social distance between residents and room filling up to 50%.
