Department of Family Medicine

The Department of Outpatient Therapy, Family Medicine and Emergency Medicine, previously called the Department of Outpatient Therapy, was organized on February 1, 1987 in accordance with orders of the Ministry of Health of the Kazakh SSR No. 36 dated January 16, 1987 and the rector of KSMI No. 58 from January 20, 1987

A well-known therapist, doctor of medical sciences, professor Nathan Iosifovich Alberton, a graduate of the Alma-Ata State Medical Institute with a degree in medical care (1946) was the first head of the department.

He began working at the Karaganda Medical Institute in 1954, first as an assistant to the department of propaedeutics of internal diseases, and in 1966 he was elected to the post of head of the department of occupational diseases.

Since 1975, he had been working as a professor at the Department of Internal Medicine No. 3. In January 1986, he was elected as the head of the Department of Internal Medicine No. 3, and since February 1987, in agreement with the leadership of the Ministry of Health of the Kazakh SSR, in connection with the organization of the department of outpatient therapy, he was transferred to the post of head of this department.

From 1991 to 2005, the department was headed by Karlygash Angelbaevna Alikhanova, graduate of KSMI (1971), Lenin scholarship candidate, candidate of medical sciences (1981), associate professor of the department (1986), doctor of medical sciences (1996), professor (1997), and corresponding member of RAE (2013).

       In April 2005, in connection with the reorganization of the departments, two departments were created: the Department of Family Medicine and Outpatient Therapy was organized at the Faculty of Postgraduate Education and Continuing Professional Improvement of KSMA; then it was renamed to the Department of General Medical Practice with a course of medical and social examination and rehabilitation of FUE and CI ", then to the" Department of General Medical Practice with courses of TB, psychiatry, obstetrics and gynecology, dermatovenerology and infectious diseases " (Head of the Department MD, Professor K.A. Alikhanova) and Department of General Medical Practice No. 1 (MD, Professor G. Muldaeva) on September 1, 2011.

       The Department of General Medical Practice No. 2 was organized in September 2017  and later it was reorganized into the Department of General Medical Practice No. 1. From 2011 to August 2018, the department was headed by the candidate of medical sciences, professor, therapist of the highest category Mershenova Gulzhan Zhumagalievna. In 2018, in connection with the opening of the specialty “Family Medicine” at the residency, a new department “Family Medicine” was opened.

From September 2018 to the 5 June 2020, the department was headed by the candidate of medical sciences, associate professor, general practitioner and health care organizer of the highest qualification category Omarkulov Bauyrzhan Kadenovich

           From September 2020 to the present, the department is headed by the candidate of medical sciences, professor, general practitioner and therapist of the highest qualification category Abugalieva Tleuzhan Orazalievna.

 Professor, Doctor of Medical Sciences Karlygash Angelbaevna Alikhanova is a physician of the highest qualification, has a certificate of general practitioner, professional pathologist. Accredited independent expert in Internal Medicine. K.A. Alikhanova, she has more than 500 scientific articles, 6 patents, 29 monographs, 75 methodological recommendations and more than 20 certificates of state registration of intellectual property.

For a great contribution to the educational process for the preparation of highly qualified specialists for practical healthcare, K.A. Alikhanova was awarded the medal “For Valiant Labor” (1970), the diploma of the Agency for Healthcare of the Republic of Kazakhstan (2000), the badge Казакстан Республикасы Денсаулық сактау министрлігі (2005), and the badge “Honorary Worker of Education of the Republic of Kazakhstan” (2006).

She is recognized as “The Best Teacher of the Year in the Republic of Kazakhstan” (2007), “The Best Head of the Department” at the Faculty of Postgraduate Education (2009), “The Best Head of the Department” at the Faculty of Postgraduate Education (2011). She was awarded with the Diploma “Терапияның үздік тәлімгері» номинациясындағы конкурс жеңімпазы - 2014, certificate “For special merits in the development of the family medicine system in the Republic of Kazakhstan” (2015), Semey; Medal " Еңбек ардагері " - 2015;

Diploma "For a great contribution to the development of healthcare in the Republic of Kazakhstan" (2017), Almaty. She is the head of four master's and two PhD dissertations.

        Professor, Doctor of Medical Sciences Muldaeva Gulmira Mendigireevna is the therapist of the highest category. She is a member of the DFID UK International Program “Family medicine master trainer course”, British Council, London, Bristol, Almaty (2000-2001). She studied at the International Program “Health Economics, Politics and Management” University of Virginia Commonwealth, Richmond, USA (2007).

She is a winner of an educational grant from the Ministry of Foreign Affairs of the State of Israel (2013). Winner of the «Болашак» International Scholarship (2014). Professor G.M. Muldaeva has more than 130 printed scientific works, including monographs, guidelines and certificates of intellectual property. She is the head of four master's and one PhD dissertations. She is a deputy Chairman of the Academic Council of KSMU.

In 2005, she was awarded the badge " Қазақстан Республикасы денсаулық сақтау ісінің үздігі ", in 2013 she was awarded the breastplate " Денсаулық сақтау ісіне қосқан үлесі үшін».

          Mershenova Gulzhan Zhumagaliyevna is RAE Professor, candidate of medical sciences, physician-therapist, she has a certificate of specialty "General Practice (Semester Medicine)".

 In 1979, she has graduated from the medical faculty of the Karaganda State Medical Institute. From 1979 to 1980, she was working as an intern doctor at the Department of Hospital Therapy on the basis of the Regional Cardiology Dispensary; from 1980 to 1983 - the district therapist of the city hospital №2 of the city of Karaganda;

From 1983 to 1985, she was working as clinical resident of the department of faculty therapy of KSMI, since 1985 till 1987 - assistant of the department of faculty therapy; from 1987 to 1993 - assistant of the department of outpatient therapy.

In 1992, being an applicant for the Leningrad State Technical University named after S.M. Kirova has defended her thesis on the topic: “Socio-hygienic aspects of the prevention of chronic non-specific lung diseases in miners”.

From 1993 to 2004 - Associate Professor of the Department of Outpatient Therapy; since 2004 in 2007 - targeted doctoral studies in the specialty "Cardiology" of the West Kazakhstan State Medical Academy named after M. Ospanov; from 2007 to 2010 he was working as associate professor of the Department of Therapy of FIP; from 2011 - 2018 - Head of the Department of General Medical Practice No. 1 of KSMU.

She is the head of 7 master's theses. In honor of the celebration of Independence Day of the Republic of Kazakhstan 12/14/2013, G.Zh. Mershenova was awarded with the breastplate " Деңсаулық сақтау ісіне қосқан үлесі үшін ", by the decision of the Presidium of the Russian Academy of Natural Sciences, she was awarded the honorary title "Honored Worker of Science and Education" in 02.02.2015, awarded the medal named after P.M. Pospelov “For contribution to the development of KSMU”, in 2016 she was awarded the badge “Деңсаулық сақтау ісінің үздігі”.

Independent expert of the RCHCI on the assessment of medical technologies, expert of the RCHC, a member of the Supervisory Board of RSE Polyclinic No. 5, a testologist in the application of test forms in new educational and certification technologies.

      Оmarkulov Bauyrzhan Kadenovich has graduated from the medical faculty of the Karaganda State Medical Academy in 1999 year. From 1999 to 2000 he was working as internship student at the Department of Polyclinic Therapy of the KSMA with a degree in General Practice. From 2002 he was working as a laboratory assistant, then as an assistant at the department of outpatient polyclinic therapy and UFMC of the KSMA. In 2003-2004 He was training by ZDRAVPLYUS/USAID on the basis of the Family Medicine Training Center of the Kyrgyz State Medical Institute for Retraining and Advanced Training in the  “Family Medicine Specialist Doctor” specialty. From 2008 to 2012 he was working as the chief physician of the polyclinic of KSMU. In 2009, he defended his thesis for the degree of candidate of medical sciences on the topic: "Rehabilitation of patients with postcholecystectomy syndrome at the outpatient level", specialty 14.00.05 - Internal Medicine (Supervisors: MD, Professor K. A. Alikhanova, Honored Worker of the Republic of Kazakhstan, MD, professor S.V. Lokhvitsky). Since 2010, he is an accredited independent expert of the Ministry of Health of the Republic of Kazakhstan, specializing in General Practitioner / Family Medicine. Since 2012, he was working as associate professor of the department of general education of the Federal State-Funded Scientific Product of KSMU; since 2013- he is professor of the RAE; since 2017 he is an associate professor of the Ministry of Education and Science of the Republic of Kazakhstan, specializing in Medicine.

            From September 2013 to October 2014 he was working as dean of the faculty of continuous professional development of KSMU.  Since November 2014 he is a Chairman of the “Union of Independent Experts of KSMU” NGO.

           From April 2015 - to August 2018 he was a Head of the Department of Clinical Work and Employment of Graduates of KSMU.

Since 2016 he was working as scientific secretary of the Dissertation Council of the University, specialty 6D110100 "Medicine"

               He is a Member of the Ethics Commission of the Republic of Kazakhstan, the local ethics committee of the MUK.

He has a certificate of specialist of a general practitioner of the highest category, an organizer of health care of the highest category, certificates in the specialties "Gastroenterology" and "Radiation Diagnostics".

In 2009, he has passed an advanced training in the series “Healthcare Management Training for Healthcare Leaders” (ParkwayCollege, Singapore), “Strengthening the capacity in healthcare management” (RHI, Astana, 2011), “Training for Health Management Trainers” ( EPOS, Astana, 2011), “Innovation Project Management” (KSMU, 2013), in 2018 at the Graduate School of Management in Barcelona, Spain.

B.K. Omarkulov has more than 200 printed scientific works, including monographs, guidelines, certificates of intellectual property. In 2011, he has received a patent for the invention: “A method for determining the rehabilitation potential in patients with postcholecystectomy syndrome” (No. 72433 of 03/09/2011). Under the leadership of Omarkulov B.K. successfully defended dissertations for the academic degree “Master of Medicine” the following undergraduates : in 2013 - undergraduate Iskakova EB, in 2015 -undergraduate Aliyeva M., in 2016 -undergraduate Kudratullaeva F., in 2017 -undergraduate Bolshakova I.V., in 2018 -in specialty "Nursing" Aitmagambetova R.R. He is a scientific consultant to PhD doctoral students A. Mergentai ("Scientific justification of approaches to improving the standards for the workload of general practitioners") and A. Kharina ("Planning and forecasting the needs of general practitioners (GP) for the example of the Karaganda region").

In 2015 he was awarded the P.M. Pospelov's medal “For Contribution to the Development of KSMU”, in 2016 he was awarded the badge “ Қазақстан Республикасы денсаулық сақтау ісінің үздігі».

Since June 5, 2020, he has been Director of the Institute for Public Health and Occupational Health.

Abugalieva Tleuzhan Orazalievna has graduated from the medical faculty of the Karaganda State Medical Institute in 1996. In the period from 1996 to 1998, she worked as an intern-researcher at the Department of Polyclinic Therapy. 1998 to 2005 - Assistant at the Department of Outpatient Therapy, Family Medicine and emergency medical station. From 01.04.2005 she was transferred to the department of general medical practice of FUE and CI. From September 2006 to 2015 - Associate Professor of the Department of General Medical Practice of the Faculty of Continuing Professional Development of the KSMU, from 2016 to 2018 - Acting Professor. From 09/01/2018 to 08/31/2020 - professor of the department. From 09/01/2020 to the present - Acting Head of the Department of Family Medicine.

In 2001-2002, she completed training in the UK under the DFID project (on the development of primary health care in Kazakhstan).

In 2005 she completed a specialization in Tel Aviv University under the program "Reforming Medical and Pharmaceutical Education".

In 2006 she defended her thesis for the degree of candidate of medical sciences on the topic "Clinical and labor prognosis of patients with osteoarthritis working in the coal mining industry" in the specialties: 14.00.05 - internal diseases, 14.00.50 - occupational medicine.

Since 25.10.2011 - Associate Professor of the Ministry of Education and Science of the Republic of Kazakhstan, since 2013 - Professor of RAE (Russia), since 2018 - a member of the Russian Society of Physicians.

Member of WONCO for family medicine, member of the conflict commission on occupational diseases at NJSC "MUK", member of the working group on the development of the Standard for Therapy of the Republic of Kazakhstan.

In 2016, she participated in the development of the draft professional standard "General Medical Practice", in 2019 - on the development of the Standard for Therapy in the Republic of Kazakhstan. He is the developer and head of the educational program for residency "Family Medicine" at the NJSC "MUK", the Model Curriculum Projects on family medicine for 2020-2025.

Has 12 certificates of state registration of an object for intellectual property, 120 scientific articles and abstracts, 12 monographs, 2 teaching aids, 14 guidelines. The results of scientific research were introduced into the educational process and into practical work to improve the training of doctors. Regularly participates in all professional development activities.

Has the highest qualification category in the specialty "Therapy", a certificate in the specialty general practitioner, occupational pathology. She is an independent accredited therapy expert. Carries out medical work in full in LLP MF "Hippocrates". Carries out advisory work to patients with suspected occupational disease, participates in extended meetings of the medical advisory board, in clinical analyzes of complex patients.

According to the results of the rating assessment of the activities of the teaching staff of KSMU for the 2007 - 2008 academic year, she became "The best assistant of FUE and CI " (2007). Has a letter of gratitude from the Department of the Committee for Control of Medical and Pharmaceutical Activities  of the Karaganda region (2014), a letter of gratitude from the primary trade union organization of KSMU in honor of the celebration of the Day of the medical worker (2018). She was awarded the medal named after P.M. Pospelova "For the contribution to the development of KSMU" (2015). According to the results of the competition "Best in Profession of KSMU" in 2017, she was awarded a Diploma in the nomination "Best Physician Therapist of KSMU".

Under the leadership of T.O. Abugalieva In 2016, the dissertation was successfully defended for conferring the academic degree “Master of Medicine” by A. Bayyrbekova on the topic «Жалпы дәрігерлік тәжірибеде еңбекке қабілетті жастағы адамдар арасында артериялық гипертензияны ерте диагностикалауды оңтайландыру».

Gazalieva Sh.M. was born in 1953, Kazakh, she has a higher education. In 1976 she has graduated with honors from the medical faculty of the Karaganda State Medical Institute. After completing an internship, from 1977 to 1978, she was working as a district doctor at the outpatient hospital # 2 of Karaganda. From November 1978 to March 1997 she was working in the Research Institute of Occupational Hygiene and Occupational Diseases of the National Academy of Sciences of the Republic of Kazakhstan as a junior researcher, researcher, chief researcher on the basis of competitive procedures. This institute was later renamed to the National Center for Occupational Hygiene and Occupational Diseases of the Ministry of Health of the Republic of Kazakhstan. In 1987, Gazalieva Sh.M. defended the PhD thesis in Moscow in Central Order of Lenin Institute for Advanced Medical Studies, in 1993 - doctoral thesis in Almaty, dedicated to the problems of rehabilitation of patients with injuries of the spine and spinal cord in the late recovery period.

From March 13, 1997 to January 1, 2002, she was working as the Chairperson of the Regional Medical and Social Expert Commission (Regional MSEC). From 2002 to 2016б she was working as deputy head of ITU for the Department of Labor, Employment and Social Protection for the Karaganda region of the Ministry of Labor and NWS of RK. Gazalieva Sh.M. has the academic title of Professor of Medicine, issued on the basis of the decision of the Higher Attestation Commission of January 25, 1994. From 2015 she has the highest qualification medical category in the specialty “Public health”, has a certificate without the category of doctor neurologist, GP doctor. 11 candidate dissertations were defended under her leadership. Gazalieva Sh.M. is a highly qualified specialist who successfully combines scientific and practical activities. Zhakipbekova Venera Amantaevna, in 1998 she has graduated from the medical faculty of the Karaganda State Medical Academy. From 1998 to 2000 she passed clinical residency at the Department of Polyclinic Therapy of the KSMA with a degree in General Practitioner. From 2000 to 2004 she was a graduate student in the department of outpatient therapy, family medicine and LUTS KSMA. Since September 2004, she was working as an Assistant of the Department of Outpatient Polyclinic Therapy, Family Medicine and LUTS KSMA. From 2012 to the present, she has been working as an Associate Professor of the Department, Head of the Department of Related Specialties, since 2013, she is a professor at RAE. In 2005, she defended her thesis for the degree of candidate of medical sciences in the field of specialties 14.00.05 - internal diseases, 14.00.25 - pharmacology, clinical pharmacology on the topic: "Features of oxidative metabolism in patients with arterial hypertension of II degree with long-term use of enalapril."  She has scientific and teaching experience of 13 years. Over the past 5 years, she has published 74 scientific works, including 12 methodical recommendations, 1 teaching aid and 1 invention, co-author of 3 monographs. Abeuova Bibigul Amangeldievna. In 1989, she has graduated with honors from the Alma-Ata State Medical Institute with a degree in Pediatrics. From 1989 to 1991, she passed clinical residency at the Department of Pediatric Diseases of the Medical Faculty of the ASMI. From 1991 to 1994, she was graduate student of the same department.

 In 1994, she defended her thesis ahead of schedule on the topic: “Clinical, laboratory and radiological characteristics of glomerulonephritis combined with congenital malformations and infection of the urinary system in children.” Since 1994, she was an assistant at the Department of Children's Diseases, Faculty of Medicine, ASMI. Since 2003, an assistant professor in the same department.

 Since 2005, she was studying in doctoral studies at the Kazakh National Medical University, defended her doctoral dissertation ahead of schedule in October 2007. From October 2007 to August 2009 - Head of the Department of Childhood Diseases and Pediatric Surgery of the Kazakhstan Medical University.

 From September 2009 to August 2011 she was working as a Head of the Department of Postgraduate Training in Pediatrics, Kazakh National Medical University. S.D. Asfendiyarova. In 1989, Kuzgibekova Almagul Bolatovna has graduated from the Karaganda State Medical Institute, specializing in "Pediatrics", where she attended a boarding school at the Volgograd State Medical Institute. She has started her experience as a practitioner doctor-pediatrician in a rural district outpatinet clinic in Akchatau, Zhezkazgan region.             

 In 1996, at the end of her postgraduate studies, she successfully defended her Candidate dissertation. From 1996 she was working as an assistant, associate professor of department of propaedeutics of childhood contingent. In 2003-2011, she was the dean of faculty of pediatrics and pediatric medicine, the dean of faculty of general medicine and dentistry.

Since 2011, she has been working as an Associate Professor, then as a Professor of the Department of Children's Diseases. Currently, she is working as a professor at the Department of Family Medicine. She is the author of more than 150 scientific papers, including methodological manuals, recommendations, monographs, innovative patents.

She is the pediatrician of the highest qualification category, gastroenterologist. She is an independent expert in evaluating the performance of health entities. She is a member of the "Karaganda Association of Pediatricians and Pediatric Professionals", "Association of Independent Experts of KSMU". She is an Internal Quality Auditor, as well as the Quality Manager.

She is an independent expert on accreditation of medical education. She repeatedly headed the international External Expert Commission on institutional and specialized accreditation of medical universities of the Republic of Kazakhstan. She is a Chairman of the Expert Council of the Eurasian Center for Accreditation and Quality Assurance in Education and Health (ECAQA).

She is a winner of the Republican contest of achievements in the field of invention "Shapagat - 2012" in the nomination "Woman - inventor". She was nominee of the Republican contest "Best in Profession" in the nomination "Best Independent Expert" (2015).

 The holder of the badges " Қазақстан Республикасының білім беру ісінің құрметті қызметкері " (2004), " Казақстан Республикасы денсаулық сақтау ісінің үздыгі " (2012).  She is recognized as the "Best Pediatrician of the Medical University of Karaganda" (2019). The European Scientific Society awarded her for her contribution to the development of science with a medal named after G.V. Leibniz, M. Pettenkofer. She is a winner of an educational grant from the Israeli Foreign Ministry. She is a winner of the Bolashak International Scholarship under the “Antibiotic Resistance and Stewardship Management Program” (Sweden).

She supervised a grant of the World Health Organization (WHO) on the topic “Awareness and development of measures to build skills in the population to contain antibiotic resistance” (2016-2017). She has a second degree in “Jurisprudence”. She is a member of the Women's Club of the PNGC "Coordination Center for Childhood" Демеу”. 

Arystan Leyla Ibatullaevna is a Professor, c.m.s., she has more than 30 print jobs. She has been working with clinical research of the original homogeneous preparations of rational disease leads to monitoring of etiquette research. She has an innovative patent of the Republic of Kazakhstan "Aidsosclerosis treatment". May 30, 2016, she defended her dissertation on a doctoral degree in medical sciences.

Haydargalieva Leila Salamatovna is an associate Professor, c.m.s., has a patent for invention "Medium, proving hondroprotective action" №18179. She has 43 publishing jobs, including 2 editions published in international journals published in the journals indexed by the Web of Science, Thomson Reuters, 6 articles in international magazines, indexed by authoritative international journals (Scopus), 10 publications - in research published by the RIRC, published in 15 publications, recommended by CCES RK HM. There were 2 tutorials. The therapist is the highest category, he has the first pedagogical category.

Kazimirova Olga Vasilevna is an Assistant Professor, Ph.D. She has 69 print jobs, 2 of them are published in the magazine, indexed by the authoritative international database (Scopus), 1 is printed in the Russian Academy of Sciences, 3 articles are in the research, indexed RINC, 11 - in the edition, recommended CNSA , 1 methodical recommendation, 4 certificates on rationalization proposals. She is a member of "Alliance of independent experts of KSMU"

 Assistant Professor, c.s.m. Chancharov Bakhtai Kalievich has graduated from the KSMI, in 1974with degree in “ Medical care”. From 1975-1982, he was working as a senior doctor of the urgent medical station of Balkhash town. In 1982-1985, he was working as Cardiologist Cardiologic of Clinic in Karaganda. In1983-1986, he was a Postgraduate student at Moscow Institute of Rheumatology, Moscow, defended his Candidate's dissertation. In1987-1990, he was an Assistant of the hospital therapy of KSMI in Karaganda.

In 1991-1994, Head of Adult Advisory Unit, Diagnostic Center in Karaganda. In, 1995-2001, he was working as Cardiologist at the 1 Balkhash’s Cardiologic Clinic. In 2001-2014, he was a director of the Medical College of Balkhash. Since 2015 to 28.02.2019, he was working as an associate professor of the GMP №1, since 01.03.2019 up to the present he has been working as an assistant professor of "MUK" NCJSC. He has more than 60 scientific papers, published in 10 winnings, two methodical recommendations. He was awarded two medals "The Ultimate Health Protection" and the Medal "The Best Worker of Education."

Baesheva Tatiana Aristanovna in the 1990 she has graduated from the Karaganda State Medical Institute. After completing an internship, she was working as a district doctor in the Central District Hospital of Derzhavinsk, Turgai Region. Since 1996 - laboratory assistant, later on - assistant of the Department of Hospital Therapy of KSMI. She was working as a methodologist by the rating of the faculty of KSMA (2003-2004), a methodologist of the Department of Scientific and Pedagogical Experiment (NPE) (2004-2006) with the subsequent transfer to the post of head of this department (2006-2008). Since 2008 - assistant, from 2009 to the present - associate professor of the department of therapeutic disciplines of the FCPD. In 2006, she defended her thesis on the topic: "Clinical and biochemical criteria for predicting the course of gastric ulcer and duodenal ulcer." In 2011, the Monitoring Committee for Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan awarded the academic title of associate professor (associate professor) in the specialty Medicine. In 2011 - Deputy Dean of the FCPD. She has 1 patent, more than 120 publications, including 1 educational-methodical manual, methodical recommendations, 12 Certificates of state registration of intellectual property.

She participated in the development of the “Regulations on the rating system for assessing the activities of the faculty of KSMA”, “Regulations on the unit: department of scientific and pedagogical experiment”, “Regulations on the magistracy”, the creation of job descriptions for the department of STP. In 2010-2011 - Deputy Dean of the FCPD. She performed the duties of the secretary of the State Customs Committee for the final certification of graduate students. The direct executor of the STP: “Conducting a medical examination (the 1st stage of screening) of the population living in the firing activity - Soyuz U-3, U-4 (Kostanay region, Ekidinsky rural district, Karaganda region - Amangeldy rural district, Ulytau), "Multifactorial prognosis and prevention of complications of extragenital pathology in pregnant women"; "Environmental risks and public health."

She has thanks at the university level, a letter of appreciation from the rector of KSMU for participating in a screening g of the population of Bukhar-Zhyrau district under the state program for the development of health of the Republic of Kazakhstan “«Саламатты Қазақстан” for 2011-2015, and a letter from RAKR of the Karaganda region for personal contribution to the protection public health.

- management of outpatient patients at primary care;

- conducting an independent examination of outpatient medical records on the quality of medical care, the effectiveness of the medical examination, the correctness of the accounting records
