He was born on May 14, 1983 in Kyzylorda. He has graduated from Kyzylorda State University with a degree in Information Systems, graduate and doctoral studies from Andong National University (South Korea) with a degree in Information and Communication Engineering. He has a number of scientific publications on information and computer communications, is the author of more than 20 scientific research papers.

O.A. Abishev is the Doctor of Engineering (PhD) in the field of information and communication technologies, member of the Presidential Club for Innovations in the Republic of Kazakhstan. He is an Associate Professor of the National University for Regional Innovation, NURI (South Korea). Permanent member of the Korean Institute of Information and Communication Sciences (South Korea).

He has begun his career in 2000 year, as an operator programmer in “Kazvtorchermet” JSC, Kyzylorda. He has worked in different organizations:

development engineer Man&Tel LTD (Gumi, South Korea);

assistant Professor at National University for Regional Innovation (NURI);

managing director of «Kazagromarketing» JSC; 

head of Mobile Differential Station of « ҚазақстанҒарышСапары»; 

chief analyst of the Center of competence of electronic government of "National Information Technologies» JSC;

director of the Department of Information Technologies of “Demeu-UMH” LLP at “National Medical Holding” JSC;

director of the Administrative Department of ‘National Medical Holding’’ JSC;

information Systems Consultant, “Center for Medical Technologies and Information Systems” JSC;

director of the Department of Advanced Technologies and Innovations of the “Center for Military Strategic Research” JSC;

deputy General Director of RSE the “Republican Center for Electronic Health” of the Ministry of Health and Social Development of the Republic of Kazakhstan;

acting General Director of RSE “ Republican Center for Electronic Health Care” of the Republic of Kazakhstan;

General Director of RSE “Republican Center for Electronic Healthcare of the Ministry of Health of the Republic of Kazakhstan.

Since June 6, 2018, he has been appointed at the post of the Vice Minister of Health of the Republic of Kazakhstan.
