Draft Anti-Corruption Policy Concept for 2022-2026

On October 22, a republican meeting on combating corruption with rectors of higher educational institutions was held in Almaty. The meeting was attended by the Chairman of the Anti-Corruption Agency of the Republic of Kazakhstan Marat Akhmetzhanov, Minister of Education and Science of the Republic of Kazakhstan Askhat Aimagambetov, akim of Almaty Bakytzhan Sagintayev, rectors of higher educational institutions of the country, scientific and expert community. In offline mode, the meeting was attended by the Acting Chairman of the Board - Rector of the University Anar Turmukhambetova. The territorial departments of the Agency also organized the online connection of the compliance officers of universities.

  At the meeting, the main problematic issues in the framework of combating corruption in the field of higher education were discussed, and the draft Concept of anti-corruption policy for 2022-2026 was presented.

  “Corruption in the education system has a direct threat to the future of the state. There are tools to prevent it, you just need to use them. Therefore, our common task is to take all the necessary measures to minimize and eradicate it. To educate and graduate from universities worthy citizens of our country who value honest work and take care of their homeland”, - the head of the Anti-Corruption Service emphasized.

  At the same time, the meeting also discussed the implementation of anti-corruption compliance services in the country's universities and the implementation of comprehensive plans to form an anti-corruption culture among students. It should be noted that at the meeting it was announced that today there are no compliance services in 68 universities. In this connection, an order was given to strengthen the work in this direction.

  Much attention was paid to supporting the already established compliance offices. According to the assurance of the Anti-Corruption Service, methodological and practical assistance to universities, the organization of joint platforms and the conduct of training programs will continue.

  Following the meeting, a Memorandum of Cooperation was signed between the Anti-Corruption Service and the Ministry of Education and Science. The parties discussed plans and projects of joint work.
